    Cyfrowy Polsat with a new list of channels:

    August 22 has changed the order of broadcasting channels of Digital Polsat. In case of problems with the removal of all channels will be necessary to reinstall them. Podmieniono the parameters of the following stations: Discovery World, Discovery Science, Cinema Poland, Animal Planet, Zone Reality, Zone Club and HBO, HBO 2 and HBO Comedy (from now on will be taken from the transponder digits + and GlobeCast UK).

    BBC Four, CBBC and CBeebies go online:


    The BBC has announced plans to simulcast three more television channels over the internet. BBC Four, CBBC and CBeebies will be streamed from September 16. The channels join BBC Three and BBC News that are already simulcast.

    “The launch of three more BBC Television Channels further fulfils the BBC’s commitment to increasing the accessibility of our content to licence fee payers,” said Jana Bennett, director of BBC Vision. “Although still a relatively new phenomenon, watching programmes online is growing; now through simulcasting our channels, viewers can find and watch programmes as they are broadcast as well as having the option of catching up with them later.”

    Geographic protection will restrict the transmissions to the UK and the BBC has pointed out that their reception will require a valid TV Licence.

    Web TV broadcaster Zattoo has been relaying all of the BBC’s national services since July 2007, apparently without the broadcaster’s permission.

    Aksh Optifibre to seek funding worth US$50-80mn for IPTV roll-out


    Aksh Optifibre, an Indian IPTV operator and optical fibre firm, aims to close funding worth US$50-80mn shortly to finance its IPTV roll-out in 20 cities across the country, according to the company's Managing Director Kailash Chaudhary.

    In an interview with local news portal DNA, Mr. Chaudhary said that the company has raised US$40mn to roll out IPTV services in Mumbai and Delhi in collaboration with local telco MTNL, adding: "We have also tied up with BSNL to roll out IPTV in 20 cities. This requires an investment of $50-80mn over 12-18 months. We will close the modalities shortly… it would be a mix of debt and equity.” All 20 cities are expected to go live with the IPTV services over the next three months.

    Mr. Chaudhary also welcomed yesterday's approval by the Union Cabinet of a policy framework for IPTV services in the country, under which IPTV operators can now require broadcasters to supply them with the same content provided to local cable and satellite services: “To date, pricing (by broadcasters) was arbitrary and IPTV was getting the wrong side of the stick. The broadcasters were neither considering us as CAS nor DTH and treated us like cable service providers, whereas we are completely different,” he said.

    Aksh Optifibre expects that its IPTV subscriber base will increase from the current 10,00 to 500,000 over the next thee years, and also anticipates greater revenue opportunities from "pull advertising", which it has already started testing and expects to launch in two months' time.

    Intelsat Powers Olympics Into South America

    Intelsat-8 satellite Intelsat, Ltd. is currently offering transmission support for Latin American rightsholders and non-rightsholders of the Beijing Summer Games, delivering more than 12,000 hours of live coverage and recorded highlights to the region. Programmers include Globosat Programadora Ltda., ESPN Channels in Brazil, Organizacion de Telecomunicaciones Iberoamericanas (OTI), Terra Networks Brasil SA and Televisa S.A. de C.V. For Globosat Programadora Ltda., and ESPN Channels in Brazil, Intelsat is providing a fully managed network solution.

    Live programming originating from the International Broadcasting Center (IBC) in Beijing is uplinked to Intelsat’s IS-8 satellite located at 166° E. Intelsat’s Napa, California, teleport facility downlinks the programming content. From there, the content travels via Intelsat’s fiber network to Intelsat’s Atlanta, Georgia, teleport, where it is uplinked to Intelsat’s satellites for distribution throughout the region. With a dedicated operations team on site, Intelsat also is managing the encoding, compression, multiplexing, and conditional access from China. In addition to the above services, Intelsat is managing the reception of SNG feeds for Globosat, and the network program return from Brazil for ESPN.

    Intelsat is providing OTI, which is working in conjunction with Televisa S.A. de C.V, IS-8 capacity, a dedicated HD channel, program downlinking at Intelsat’s Napa teleport, and encoding and compression at Intelsat’s Atlanta teleport. Once OTI receives the programming, it distributes the Olympics to 44 broadcasters in 19 Latin American countries. Terra Brasil, the leading Brazilian Internet company, is using Intelsat capacity on the Intelsat 3R satellite located at 315° E and teleports in Europe, including Intelsat’s Fuchsstadt, Germany, facility to distribute 12 channels of Olympic programming throughout Brazil.


    Once the content is downlinked at Terra Brasil’s facility, the service provider then streams that programming on the Internet via its interactive Web portal and provides mobile users the capability to view the Olympic events on their handheld devices. For Televisa, Intelsat is providing dedicated fiber services from Beijing to Mexico City, used to backhaul programming for its channels in Mexico.

    ESPN extends baseball deal

    ESPN and Major League Baseball Advanced Media (MLBAM) have reached a digital rights agreement that will extend and expand their current agreement through 2013. The agreement includes rights for ESPN.com, ESPN360.com, ESPN’s mobile initiatives (ESPN Mobile TV, ESPN Mobile Publishing, ESPN MVP), content on emerging platforms including video game consoles, interactive television and portable devices and syndication of ESPN-licensed content.

    Orange adds new channels to Orange TV


    Orange has added new channels to its "Orange TV" IPTV service in France, including five free channels and new pay-TV packages.

    The five new free channels are Art Channel, No Life, AB Moteurs, Record News and Girondins TV, the channel dedicated to the Bordeaux football club. The new pay-TV options include "Mes chaînes lusophone" ("My Portuguese-speaking channels"), which costs €3.90 per month and includes SIC International and TV Record channels, both in Portuguese, while the package "Mes chaînes Adultes" ("My adult channels") costs €8.90 per month and includes content from Private Spice.

    The channels are also available on Orange's satellite TV service for its customers outside the IPTV footprint. Orange's parent company France Telecom recently reported that it had 1.389mn IPTV subscribers in France at the end of the first half of this year, an increase of 65% year-on-year.

    Canal to help Swiss DTH viewers



    Canal+ has asked its Swiss DTH customers, who lost reception of the CanalSat and Canal+ via satellite due to contractual reasons, to come forward. On a special website, these viewers can fill in their contact details. The operator “will work hard to find a legal solution that allows you to continue to enjoy the programming.”

    Earlier this year, Canal switched off all the cards known to be outside of France, because the operator does not own the DTH rights outside French territory. It is believed many viewers, notably in Belgium and Switzerland, use a French mailing address to circumvent this rule.

    Other European DTH platforms have the same issues, e.g. BSkyB, Premiere and Canal Digitaal Satelliet. Many expats want to continue to receive the channels from home when they live overseas. However, contractual obligations with most studios prohibit such cross border reception.

    Coditel launches Exqi Sports HD


    Brussels cable operator Coditel has added the new Exqi Sports HD channel to its line-up. The channel features live football from the second division of the Belgian football league.
    Exqi Sports HD is a new HD channel from Euro1080, the broadcasting arm of Alfacam, the HD facilities company. For the moment, the channel is only available in Belgium and features French and Dutch commentary with most programmes.
    On the Coditel network, Exqi Sports HD replaces HD1. Exqi Sport HD is also available on the In-Di platform from Interkabel and on Belgacom TV. Negotiations with Telenet are in progress...

    Canal+ Overseas to offer web access


    Canal+ Overseas plans to sell web access as well as telephony to its 300,000 subscribers in the French overseas territories and departments. The offer could be made either with third parties or with their own, proprietary solution, according to the Le Figaro newspaper.
    Jean-Noël Tronc, president of the Overseas opratrion, said various business models will be tested. The telecom company Mediaserv is already offering triple play in Guadeloupe including the Canal bouquet.

    UPC Ireland in Digiweb triple play trial



    UPC Ireland and telco Digiweb are to launch a joint marketing campaign in North County Dublin offering subscribers a bundled package of TV, telephony and broadband internet. The pilot scheme will cost subscribers a monthly €49.95.
    The plan came together at a broadband conference in July where both parties were keen to promote leveraged infrastructure investments.

    Robert Dunn, CEO of UPC Ireland said that promoting new solutions to support next generation high-bandwidth services for the digital generation of consumers is key is creating Ireland’s knowledge based economy.

    “UPC is delivering digital TV as part of the pack. We have included our new digital value pack that includes 41 TV channels plus over 30 radio channels. As we continue to convert more customers to Digital TV, this pilot will act as a further catalyst to broaden the adoption of digital services using solutions provided by both parties to make it simple and easy to make the switch.”

    Marketing for the services will get underway on August 25.

    IBC to show Katzenberg interview in live 3D



    The world's first transatlantic high-definition stereoscopic 3D broadcast will take place at next month's IBC technology exhibition.


    An interview with DreamWorks Animation SKG chief executive Jeffrey Katzenberg in Los Angeles will be captured on multi-camera stereoscopic equipment using technology from 3Ality Digital.

    It will then be delivered by Arqiva to a conference audi-torium in Amsterdam. Once the signals are inside the RAI Centre, a 3Ality decoder will pass the left and right eye signals to projection company Christie, which will play the interview to more than 1,000 delegates.

    Viewers will wear a pair of Real D polarised over-glasses to view the stereoscopic images.

    "Stereo 3D is still in its infancy in many ways" explained 3Ality chief executive Steven Schklair. "We have been making impressive 3D movies but live transmissions bring their own unique challenges.

    "Like every live show, there's less time to make corrections and no room for error. One of the big challenges has also been how to keep the parallel signals in perfect synchronisation. That's a special challenge over satellite links where atmospheric conditions can be problematic."

    To overcome this issue, 3ality will multiplex the 3D signals into a single 2D signal for transmission. At the receiving end the 2D signal will then be unwrapped back into a 3D picture.

    3ality will use two camera rigs for the acquisition. This will allow them to demonstrate that 3D pictures can be cut and mixed live.

    The Katzenberg interview will air at IBC on Sunday 14 September

    China blocks iTunes store



    Government lose it over Tibetan protest songs

    Songs for Tibet: the album that cost China iTunes


    The Chinese government has blocked access to Apple's iTunes store, apparently due to athletes listening to Tibetan protest music.

    A compilation by the Art of Peace Foundation, an American Tibetan activist group, invited Olympic athletes to download the album for free, hoping they would learn that "compassion and non-violence can overcome intolerance and oppression – beautiful ideas to be associated with the Olympic spirit".

    The message seemedironically lost on the Chinese government, because their reaction to the album – which contains music by Sting, Damien Rice and Alanis Morissette – was to block access to the iTunes store from Monday this week, causing anyone who logged in that day to be met with error messages.

    'Angry netizens'

    According to government-managed China.org.cn, last week a group of "angry netizens" were rallying together to "denounce Apple in offering Songs for Tibet for purchase", as well as expressing a wish to ban the album's singers and producers from entering their country.

    Some people, it says, have noweven vowed to boycott all Apple products, including the iPhone, which Apple CEO Steve Jobs has recently been trying hard to introduce to Chinese mobile phone suppliers.

    BBC HD set for Poland


    BBC HD will launch in Poland by the end of the year. The news was given by Dean Posennisskie, SVP of BBC Global Channels, to Wirtualne Media, though he did not confirm a launch date. BBC Global Channels, which already distributes BBC Lifestyle, BBC Entertainment, BBC Knowledge and CBeebies in Poland, also plans to open an office in the country at the beginning of next year.

    Murphy case may delay foreign satellite legal actions...


    Pubs using EU-based foreign satellite systems may temporarily escape conviction until the Karen Murphy case is heard in Europe.


    A letter being sent to licensees in foreign satellite hotspots — seen by the MA —says screenings via domestic cards and systems based outside the EU will be targeted this season.

    Although the Premier League and prosecuting agents Media Protection Services (MPS) insist all foreign systems are illegal, the letter from MPS seems to indicate it is unlikely to target those using broadcasting services based in the EU.

    But licensees who gamble on using the systems could still face a fine of up to £5,000, lose their personal licence and may be disqualified from being a director of a company for five years if the European Court of Justice (ECJ) rules against Murphy.

    In July, the High Court referred Murphy’s case and that of suppliers AV Station and QC Leisure to the ECJ — a process that could take up to two years. Murphy, of the Red, White & Blue, in Portsmouth, was appealing against her conviction for screening Premiership football via Greek channel Nova Supersport.

    MPS boss Ray Hoskin warned that a major crackdown against foreign satellites was already under way.

    A spokesman for the Premier League added: “The fact that elements of this case were referred to the ECJ does not make it legal to use foreign satellite systems from within the EU and we will continue to monitor, advise accordingly and prosecute when appropriate.”

    What does MPS’s letter say?


    “Continued use of a BSkyB domestic or non-EU broadcaster’s domestic decoder card to access live Premier League football in commercial premises in the United Kingdom, without the payment of the applicable fee, following this warning letter, may render the person or persons responsible for that commercial use of such a broadcast liable to criminal prosecution...

    YES could merge with BEZEQ

    Eurocom Group might consider its future investment in Israeli DTH YES , in which it hold 30% . According to Israeli Globes newspapaer, the Restrictive Trade Practices Tribunal might accept the position of the Antitrust Authority that says there should be at least three competitive multichannel platforms in Israel via cable, satellite and IPTV .

    The Restrictive Trade Practices Tribunal might allow a merger between BEZEQ telecom and YES if it complies to certain conditions .According to the newspaper, Eurocom will find it very hard to accept a situation in which BEZEQ merges with the satellite platform and starts a parallel IPTV platform.
