    Is there any country setting?
Normally this setting is linked to the NTSC or PAL.
So search for the country setting function of the DVDR to change it to a PAL setting.

I still cant believe the DVDR is working only for NTSC.
I checked the site; 3475 was not there but 3480
    http://www.consumer.philips.com/cons...er+DVDR3480-05
    It says
    Recording system NTSC , PAL

dunno what output his TV is, but he can connect his receiver to the TV, and from the TV to the dvd recorder maybe he will get lucky. otherwise, a converter is pretty much required.
