Default EL-700 Disappoints me ( HELP WANTED)

Recently I bought a new Echolink EL-700 FTA, But as I turned it on after making required connections, it simply didnt respond.
The only sign of life on this STB is green signal LED-light on the front panel that is blinking. There is nothing in channel display on the STB.
There is also no Audio/Video signal response on connected TV set. Could any one help me solve this problem, or atleast tell me what the problem is. Thanks in advance.
