    i would suggest
Ulead video studio (older versions upto 8 are eaisly available in mkt) &
pinnacle studio (All versions eaisly available in market) on pirated cds.
Both are easy to use and have various editing features too. My friend don't waste your time in downloading just bring Ulead 8 Suit eaisly available in Pakistani market just for Rs 30.Or purchase pinnacle 10 for just Rs 30.I used many other including VCD cutter but many of them r not so much good
or More eaisier but i don't like it is
MPEG 4 directmaker like VCD cutter easy to use but lack various features.
Now its on you which one u like to use

I was asking for VCD cutter that does not take time for rendering
I am already using Ulead Media Studio Pro7 and Adobe Premiere
    but they render the video.

I also agree with Saed,an in my opinion Only VCD cutter is best to cut clips without rendering.

at the end, you have to render it to something else, unless you want to watch it only on your pc (if you don't have a divx compatible dvd hardware player). vcd cutter is good for clipping video files then letting Nero to transcode and burn it for you. rendering on ulead doesn't take that such a long time to render anyway (this depends on your cpu though).

I am using VCD cutter 4.04 version but it sometimes makes jerky video
which means at some frames or for a few seconds the cutted
video pauses for a moment than continues again.

Thats the problem otherwise VCD cutter by Jiao system is
    the best option.
Maybe I should try some other software mentioned above.
