    Rupert Murdoch’s News Corp will launch ‘Cielo’ (which means ‘Sky’ in Italian), a free-to-view terrestrial network, on Dec 1. The channel will compete directly with Silvio Berlusconi’s Mediaset cluster of free channels, as well as public broadcaster RAI.

    "Cielo will enrich Italy's digital terrestrial offer, bringing more competition in a sector dominated by Mediaset and RAI," said News Corp’s Stations Europe COO Gary Davey in a statement. "We are sure that Cielo will soon prove to be another successful investment for News Corp. in Italy, based on a cost-effective and realistic business plan."

    There are no details as to programming, but this new digital channel will see distribution become nationwide over the next 18 months or so as Italy completes its switch from analogue to digital TV.

    Cari colleghi,

    desidero informarvi che la messa in onda di Cielo, il canale in chiaro su DTT di News Corporation Stations Europe, prevista domani 1° dicembre, è stata rimandata.

    Le trasmissioni del canale non potranno iniziare poiché a oggi non è arrivata dal Ministero delle Comunicazioni la necessaria autorizzazione a trasmettere sul digitale terrestre.

    Per quanto riguarda il satellite, abbiamo già l'ok da parte dell'AGCOM, a riprova del fatto che tutti i nostri documenti sono in ordine dal punto di vista legale.

    Per questo motivo, eravamo convinti che il processo di autorizzazione per trasmettere sul DTT sarebbe stato finalizzato in breve tempo, mostrando da parte del Governo più interesse e attenzione per una nuova iniziativa a favore della competizione e a beneficio dei telespettatori.

    Cielo, infatti, invece di essere imprigionato in aspetti burocratici, dovrebbe essere accolto e riconosciuto come un canale innovativo, che porta più pluralità e libertà di scelta agli italiani che, in questa fase, stanno vivendo il complicato passaggio al DTT.

    Certo che la competizione alla fine vincerà sempre e che la burocrazia non potrà fermarla, vi aggiornerò sulla prossima messa in onda di Cielo.

    Italy raps News Corp over channel delay claim

    Italy’s communications ministry has rejected News Corp’s claim that it was responsible for delaying the launch of the group’s free TV channel. The ministry said comments from the company seemed to constitute an insult to the government.

    News Corp had planned to launch its digital terrestrial channel Cielo on Sky Italia on Tuesday. That move, announced last month, heats up competition with Prime Minister Silvio Berlusconi’s Mediaset SpA and state broadcaster RAI. However, Cielo said on Monday the channel would not begin as scheduled because authorisation from the ministry had not arrived.

    The ministry said a statement broadcast on Sky Italia - News Corp’s local satellite broadcasting unit - contained “a series of formal and substantial errors” about an administrative issue that the ministry had overseen correctly. Terrestrial broadcasting for the group’s Cielo channel had to wait for a ministry go-ahead and a 60-day approval period had yet to expire, Deputy Minister Paolo Romani said in a statement. “The position announced via television seems furthermore to have content denigrating the entire Italian administration …,” the statement said.

    Default Cielo gains Brussels approval

    Cielo, the new free-to-air channel proposed by News Corp for the Italian market, has been given the go-ahead from the European Commission. The detail emerged in a letter from Tom Mockridge, News Corp Europe’s acting head of channels, to the Italian authorities. In it Mockridge said he understood there were no competition issues that would prevent Cielo from launch and urged a quick decision from the ministry.

    Communications minister Paolo Romani says it is unlikely the additional 30 days will be needed in the decision making process, over and above the initial 60 counted from November 2 when the original licence application was lodged.

    Separately, Sky Italia is launching an anti-trust action against the DGTVi over the channel numbering system it has put in place over the digital terrestrial system. Sky says it is impossible for those outside the grouping to participate in the ordering of the EPG.
